There are a lot of different ways of making fire equipment, and most people will have a their own preferences with regards to materials and design, but this page should be a useful way to get started, and you can customise your own designs from there:

A majority of the materials you will need to make your own equipment should be readily available at any large hardware store. The most difficult thing to find will be kevlar strips. Recently kevlar wicking has become available in a variety of forms (tape, rope etc) at most juggling shops, and can also be found wholesale at insulation manufacuring suppliers.

A good place to start would be Home of Poi in New Zealand. They sell a wide variety of kevlar wicking at good prices, and will post internationally. They also stock a wide range of performance equipment if you're not quite up to making your own.
